I haz teh dumb.
I have read the article about ruffs three times. (The one Kass had recommended some time ago finally showed up through ILL.) I have sewn cartridge pleats before, so that is not the part I find, um challenging. It's the part where the ruff is sewn to the band. The raw edges of the ruff get completely encased by the band. Several times the article references the "turning" and the extra stitching used to hold the turning down. *ponders* I just may not every "get it" until I get a chance to see one in person, or try making one myself.
